In the Official Gazette of the Republic of Serbia No. 91/2025, three laws were published introducing significant changes for investors, citizens, and all stakeholders in the real estate sector.
- Planning and Construction
The amendments introduce more flexible location requirements, clearer regulation of RES projects, digitalization of procedures for the removal of structures, an additional deadline for obtaining occupancy permits, stricter measures against illegal construction, and faster procedures through the calculation of deadlines in business days. - Cadastre
As of 1 January 2026, the law introduces the possibility of validating old documents with formal deficiencies, electronic submission of applications, and automatic registration when statutory requirements are met, while the certification of professional users and the establishment of a new infrastructure cadastre further improve the system. - Enforcement
The amendments to the Law on Enforcement and Security introduce new debtor protection — the debtor’s sole residential property (up to 60 m², subject to statutory conditions) cannot be subject to enforcement, with exceptions in cases of out-of-court mortgages, the debtor’s explicit consent, and certain categories of claims.
